Kathmandu. When political parties submit a closed list of candidates for the elections to be held according to the proportional election system, they have to list a maximum of 110 and a minimum of 11 names. Election of members of the House of Representatives will be held on February 21. According to the provisions of the First Amendment Guideline for Members of the House of Representatives Proportional Election, 2082, the commission said that when a political party submits a closed list of candidates, it should be done according to the new provisions.
The list should be submitted based on population percentage of Dalits, Tribals, Janjatis, Khas Aryas, Madhesi, Tharu and Muslims. Based on the details of the National Census, 2078, necessary amendments were made in Schedule 1 of the House of Representatives Member Election Act, 2074.
Accordig to the latest legal arrangement, the names of candidates should be included such that Dalits constitute 13.44 percent, tribal tribes 28.72 percent, Khas Arya 30.28 percent, Madhesi 16.15 percent, Tharu 6.52 percent and Muslims 4.89 percent.
At least 50 percent of women from each inclusive group should be included in the closed list. While determining the total number of 50% seats, if the number of women whose names are to be included is in decimal, the names should be included in whole numbers above that number.
