A clear blueprint for transformation in the infrastructure sector is ready: Gagan Thapa

Kathmandu. The Chairman of Nepali Congress, Gagan Kumar Thapa, has considered not only superficial reasons but systemic problems to be the main culprit behind the delay in Nepal's infrastructure development. In a video message released through social media, he presented a clear blueprint for extensive reforms and transformation in the infrastructure sector in the next 5 years.
Thapa showed the current situation of projects of national importance like Narayangadh-Butwal road section, East-West highway and Melamchi water supply project and concluded that the traditional style of development is no longer effective. He pointed out that the tendency to repeatedly dig for drinking water, sewerage and fiber while building roads has only increased the cost and the country has wasted a great opportunity.
Thinking that old laws are the main reason behind the delay in infrastructure construction, Thapa said that about three dozen laws, including the Road Act and the Public Procurement Act, should be amended or repealed. He suggested that 'Cost-Benefit Analysis' should be made mandatory, ending the tradition of planning based on political access and pressure right from the selection of the plan.
