Kathmandu. It has been revealed that the agreement that was supposed to be reached between the Rashtriya Swatantra Party RSVP and Balen Shah, the mayor of Kathmandu metropolis, has been stopped because of Energy Minister Kulman Ghising. During the agreement, which was claimed to be signed on Friday itself, Kulman Ghising was excluded from the discussion, but the agreement was not reached.

The participants i the discussion on behalf of RSWP were ready for signing after the two parties agreed, but Mayor Balen's side was in favor of taking Kulman Ghising along, so the agreement did not reach a conclusion until Saturday.
