Ordinance on the Constitutional Council Issued by the President

Kathmandu. President Ramchandra Paudel has finally issued, on Tuesday, the ordinance related to the Constitutional Council’s functions, duties, powers, and procedures, which had been at the center of widespread discussion and constitutional debate. Earlier, on Sunday, President Paudel had sent the same ordinance back to the government for reconsideration, saying it was contrary to the spirit of the Constitution and the law.
However, after the Council of Ministers meeting held on Monday decided to recommend reissuing the same ordinance, the President certified it on Tuesday. The President had raised serious questions about this ordinance, mainly regarding the decision-making process and the quorum requirement.
