In Kodaina rural municipality of Sarlahi, about 17 lakhs were consumed by eating food and snacks
Surlahi. It has been revealed that nearly seventeen lakh rupees were spent on food and snacks in Sarlahi's Kodaina Rural Municipality. According to the 62nd report of the Auditor General, the municipality violated financial discipline by spending excessive amounts on miscellaneous expenses in the financial year 2080/081.
According to Section 71 of the Local Government Operation Act, 2074, there is a clear provision that budget estimates of expenditure should be within the scope of internal income and should be spent based on justification. However, according to the Auditor General's report, it is mentioned that Kodaina Rural Municipality has spent Rs.
According to the report, the rural municipality paid Rs. 10 lakh, and at the ward level for snacks and meals Rs. 696 thousand has been spent. However, it is mentioned in the Auditor General's report that no proof document was attached to confirm where, how and for what purpose the amount was used.
According to the classification and interpretation 2074 issued by the Comptroller General's Office, only limited expenses such as entertainment, hospitality, security, delegation reception can be made under the heading of 'Miscellaneous Expenses'. However, in Kodaina, it has been seen that excessive expenditure has been incurred contrary to the purpose of that provision.
